Executive Recruitment

The Meyner Center can be of invaluable assistance to a municipality in providing independent and unbiased, professional guidance in choosing both the procedure for recruiting your new manager, police chief, or other department head and in the ultimate selection of the best candidate available.  Our services offered include any or all of the following:

  • Meeting with the elected board (either alone or with a search committee) to assist them in defining the responsibilities of the position, setting the expected salary and benefit expense, establishing the recruitment and appointment procedure, identifying the media for publication of the advertisement, and scheduling the interview process
  • Preparing and mailing the position advertisement in the approved newspapers and/or  professional publications
  • Reviewing (either alone or with a search committee) the resumes received, checking references, and recommending a pre-approved number of candidates that the municipality would interview
  • Preparing a list of interview questions, and if the elected board chooses, participating in the interviews
  • Assisting the municipality in negotiating the terms of employment with the chosen candidate

Tredyffrin (2017):  The Center helped Tredyffrin Township, Pennsylvania, to search for and hire a new police superintendent.

Chambersburg (2016): The Center helped Chambersburg Borough, Pennsylvania, to search for and hire a new police chief.

East Coventry (2016): The Center assisted East Coventry Township, Pennsylvania, in searching for and hiring a new police chief.

Hilltown (2016): The Center assisted Hilltown Township, Pennsylvania, in searching for and hiring a new township manager.

Lower Providence (2016): The Center helped Lower Providence Township, Pennsylvania, to search for and hire a new township manager.

Pottstown (2016): The Center assisted Pottstown Borough, Pennsylvania, in searching for and hiring a new assistant borough manager.

Warminster (2016): The Center assisted Warminster Township, Pennsylvania, in searching for and hiring a new township manager.

West Vincent (2016): The Center helped West Vincent Township, Pennsylvania, to search for and hire a new township manager.

Easton Area Neighborhood Center (2014): In November, the Center helped the Center to recruit and hire an executive director.

Lower Perkiomen Valley Regional Sewer Authority (2014): During September-November, the Center assisted the Regional Sewer Authority to recruit and hire an authority manager.

Borough of Bangor (2014): During August-October, the Center helped the Borough of Bangor to recruit and hire a borough manager.

Newtown Township (2014): In June-August, the Center assisted Newtown Township to recruit and hire its township manager.

Franconia Township (2014): During May-August, the Center helped Franconia Township to recruit and hire a township manager.

Upper Macungie Township (2014): During January-April, the Center provided assistance to Upper Macungie Township to recruit and hire its first township manager.

Pocono Township (2014): During January-March, the Center helped Pocono Township to recruit and hire a new township manager.

Slate Belt Regional Police (2014): During January-March, the Center provided assistance to the Slate Belt Regional Police Commission to search for and hire its first police chief.

Upper Pottsgrove Township (2014): In January-February, the Center assisted Upper Pottsgrove Township in searching for and hiring a new township manager.

Lafayette College (2014): The Center’s Associate Director served on the recruitment committees to hire Lafayette College’s new Public Safety Director and new Chief Financial Officer.

Plainfield Township (2014): The Center assisted Plainfield to recruit and hire a township manager.

Bethlehem Township (2013): In October-December, the Center helped the borough to recruit and hire a new municipal manager.

Pottstown Borough (2013): In June-August, the Center helped the borough to recruit and hire a new director of licensing and inspections.

Easttown Township (2013): In April-June, the Center helped the township to recruit and hire a new municipal manager.

Norristown Borough (2013): In January-April, the Center helped the borough to recruit and hire a new municipal manager.

Upper Moreland Township (2013): In January-March, the Center helped the township to search for and hire a new police chief.

Associate Director David Woglom provides these services. Before joining the Center in 2007, he was a manager in southeastern Pennsylvania for 27 years. During that time, he recruited and hired many employees for three municipalities, including several department heads and a police chief. He understands the culture of municipal government and the importance of the services provided by efficient and productive management personnel who work closely with the elected board.
